Unexpected drawing behaviour on empty layer with Transparent Color index set to non-0 #410

What steps will reproduce the problem? 1. Set sprite 'Transparent Color' to index other than 0.
2. Create empty layer.
3. Use any drawing or selection tool on empty layer.

What is the expected output?
Drawing only with foreground color.

What do you see instead?

Drawing with foreground color and 'Transparent Color' as background. After release of mouse button 'Transparent Color' background disappears.
It occurs on every empty layer and new frames too. What version of the product are you using? On what operating system? 1.0.1
Windows 8.1

Workaround:
Draw anything on empty layer with 'Transparent Color' / foreground color.
After this step everything is back to normal.
