The selected layer's contents no longer flash when switching between layers as they did in previous versions. Is this a bug, or was the feature removed?

This feature was removed because was giving us some problems. We should add it in some other way. (Maybe optional)

There will be an option in Edit > Preferences > Experimental > Flash layer to enable this behavior.
